This paper looks at the legislation that underpins the governance of the Health services in Ireland. It identifies the recent major amendments to the Health Act, namely the HSE Governance Act and the Financial Matters Act 2013. It outlines the process that the voted health expenditure is subject to and highlights the key components of the national service plan. The paper outlines the powers the Minister for Health has in relation to the performance of the HSE and the responsibilities of the Director General and the Secretary General in relation to same.
