Focused Policy Assessment of the Early Childhood Care and Education Higher Capitation Payment

The Early Childhood Care and Education (ECCE) Higher Capitation (HC) payment is a key Department of Children and Youth Affairs (DCYA) policy lever that encourages ECCE Programme service providers to hire experienced graduates as Programme Room Leaders, and aims, thereby, to raise the quality of provision in the Early Learning and Childcare (ELC) sector. The Focused Policy Assessment (FPA) of the ECCE HC payment was conducted by the Research and Evaluation Unit in DCYA. The purpose of the FPA was two-fold: to assess the rationale for the ECCE HC payment; and to review ECCE HC payment administration and implementation.
